II. Job Purpose and Organizational Context
The Somalia Joint Justice and Corrections Programme (JJP), launched in May 2023, is a four-year programme aimed at supporting the establishment of a legitimate and accountable people centred justice system.

Through support to generative dialogue initiatives between communities and justice stakeholders, the programme will focus on supporting communities and institutions to find innovative solutions to justice issues and implement collaborative solutions at local level that can then be institutionalized and integrated within the justice and corrections model. It will also continue to support alternative disputes resolution (ADR) centers. However, such support will be provided through a different approach that ensure sustainability from the onset, wider inclusivity, and transformative change to ensure dispute resolution outcomes responds to individual needs, including gender specific needs with alongside community needs.

The success of the Generative dialogue as well as Alternative dispute resolution centers depends heavily on the level of buy-in by the authorities as well as the selection of influential and committed individuals who can represent the different segments of the population and government level. It also requires the exploration of available resources in the community to identify sustainable solutions to justice solutions particularly ADR centers.  

The implementation of the programme will therefore require intense exploratory work with authorities and communities before the launch of the activities. To this end, the programme is seeking to hire a strategic engagement and generative dialogue officer.  

Under the direct supervision of Permanent Secretary and guidance of the JJCP Project Manager of UNDP, will carry out the preparatory work for the key programme’s activities and facilitate generative dialogue alongside the international consultant.  
III. Duties and Responsibilities
Summary of Key Functions:
Support exploratory work for the implementation of key programme activities: generative dialogue and ADR centers including engagement with FMS and local authorities and community representatives, identification of local resources to ensure sustainability, support to selection of participants/members based on political economy and social analysis.

Monitor implementation of activities particularly level of engagement and participation, level of influence and inclusiveness of participants and suggest correction actions if necessary. 

Support UNDP facilitators in planning and implementing trainings, mentoring and other key activities. Promote identification and synthesis of emerging practices and lessons learned from the generative dialogue.  


Carry on exploratory and preparatory work for the implementation of key programme activities in areas of intervention:
Conduct brief political economy and social analysis in area of intervention to identify influential justice stakeholders, community representatives and social categories that needs to be included in generative dialogue initiative and ADR centers.

Review current key FMS government authorities, justice stakeholders and community representatives engaged on the generative dialogue and ADR centers to determine missing key stakeholders in each locality.

Explore available resources in the communities for the establishment and functioning of ADR centers and operationalization of generative dialogue sessions.

Together with local relevant authorities and communities, develop a methodology and criteria for the identification of generative dialogue participants from the local community and institutions and members of ADR centers.

Draft reports and analysis on the implementation of the methodology, criteria, including emerging practices and lessons learned
 

Support facilitation of generative dialogue sessions
 
Provide orientation and training for core groups on generative dialogue (training on GD tools).

Facilitate alongside the consultant generative dialogue sessions in key locations of the project.

Support regular follow up to the initial sessions.

Document key outcomes and plans from the generative dialogue sessions, follow-up action plans.

Promote identification and synthesis of emerging practices and lessons learned from the generative dialogue.

Developing an Action Plan for Scaling Integrative Justice Solutions: Design an action plan to expand Integrative Justice Solutions at both the national and regional levels, ensuring scalability, sustainability, and adaptability of restorative justice approaches. Focus on building the capacity of justice institutions and local leaders to continue implementing these practices independently
 

Promote identification and synthesis of emerging practices and lessons learned from the generative dialogue.
Draft the necessary report on generative dialogue and present to the Ministry of Justice and constitutional affairs leadership for their reflection.

Advice on the necessary action to be taken as far as community dialogue and engagement is concerned.

Present community dialogue outcomes at the program steering committee once/twice a year
Document lessons learnt on community sessions.

Reporting and Evaluation: The consultant will work under the overall supervision of the permanent secretary of the Ministry of Justice and Constitutional Affairs, specifically the MOJCA JJCP coordinator. The achievements of deliverables will be approved by the Permanent secretary of MOJCA-FGS. Payment will be made upon the completion of deliverable, receipt of invoices and supporting documents from MOCJA and certification by the JJCP Manager that the consultant has satisfactorily completed all required deliverables in accordance with activities as stipulated in deliverable schedule including reports where required.

V. Recruitment Qualifications
Education:BA Degree or equivalent in law, social sciences or any related field with 5 year of relevant experience.  
Knowledge of Nonviolent Communication and  
Experience:Minimum 4-year experience working on justice at both ministerial and community level.
Proven knowledge of the Somalia Justice System, work experience with Ministry of Justice, Judiciary, Attorney General Office, or Non-Governmental Organizations focused on the provision of justice services including gender justice.
Experience in the usage of computers and office software packages (MS Word, Excel, etc.) is a requirement.
Experience with informal justice and alternative dispute resolution mechanisms is an asset.
Experience in Community dialogue on justice  
Language Requirements:Fluency in oral and written English and Somali  
Other:Describe any additional qualifications:
Proficiency in English.
Working knowledge of other UN languages.
