The Legal and Agreement Department is responsible for legal drafting, reviewing agreements, and facilitating national and international legal cooperation. It serves as the Ministry’s main legal backbone, offering legal opinions, preparing legislation, and providing support for legal harmonization efforts in Somalia. The department is involved in policy formulation related to laws and plays a strategic advisory role in legislative reform.

It also undertakes the task of mutual legal assistance, translations of key legal texts, and development of consistent legal terminology. By engaging with both domestic and international legal entities, the department strengthens Somalia’s rule of law and legal alignment with international frameworks.
