1. Background:
The Ministry of Justice and Constitutional Affairs (MoJCA) plays a critical role in upholding the rule of law, promoting access to justice, ensuring legal reform, and safeguarding constitutional governance in Somalia. The Ministry is responsible for overseeing judicial administration, correctional services, legal aid, and legislative harmonization, in alignment with national development goals and international legal standards.
To maintain its operational efficiency, MoJCA requires uninterrupted access to essential office supplies and stationery that support day-to-day administrative tasks, inter-ministerial coordination, and public service delivery. Given the decentralized structure and the wide range of services provided across departments and regions, the Ministry seeks to engage qualified vendors for the timely and reliable provision of high-quality supplies and stationery.
2. Objective
The objective of this assignment is to engage qualified and competent suppliers for the timely and efficient provision of general supplies and stationeries, ensuring uninterrupted daily operations of the Ministry of Justice and Constitutional Affairs of FGS.
3. Scope of the Work
The selected supplier shall be responsible for:
- Provision and delivery of office stationery, including but not limited to.
- Timely delivery of requested items to the Ministry’s main office and other designated locations.
- Replacement of any damaged, expired, or substandard items at no cost.
4. Expected Deliverables
- Delivery of all requested items in full and in good condition as per the purchase request or purchase order.
- Signed delivery notes and itemized invoices.
- Immediate response to complaints or requests for item replacement.
5. Supplier Qualifications
Interested suppliers must:
- Must have a Company profile.
- Technical and financial proposal.
- Be legally registered with a valid business license and tax compliance certificate (TCC).
- Have at least 5 years of experience in supplying similar goods.
- Demonstrate the ability to deliver items to government institutions.
- Submit at least three references from recent clients.
- Have a physical presence and a reliable delivery system.
- Must have a National ID (NIRA)
6. Evaluation Criteria
Proposals will be evaluated based on:
- Price competitiveness.
- Quality of items offered.
- Past performance and references.
- Delivery capacity and timelines.
7. Duration and Contract Terms
- The framework agreement/contract will be valid for a period of [1 year], with the possibility of extension based on performance.
- Deliveries will be made on an on-call basis, depending on the organization’s needs.
8. Contact Duration
The contract will be awarded for an initial period of 12 months, renewable upon satisfactory performance and budget availability.
9. General Provisions
- MoJCA reserves the right to accept or reject any proposal, in part or in full.
- Only shortlisted firms will be contacted for further evaluation.
- Late or incomplete submissions will not be considered.
