1. Background:

The Ministry of Justice and Constitutional Affairs (MoJCA) plays a critical role in upholding the rule of law, promoting access to justice, ensuring legal reform, and safeguarding constitutional governance in Somalia. The Ministry is responsible for overseeing judicial administration, correctional services, legal aid, and legislative harmonization, in alignment with national development goals and international legal standards. The goal of the assignment is to provide innovative Production services to the Ministry of Justice and Constitutional Affairs with a focus on Justice and Constitution. The specific project assignment requires a company with experience in awareness, media Production, public engagement and storytelling documentaries.

2. Objective

Communications is key to supporting and strengthening the Justice and Constitutional reforms in Somalia led by the Ministry of Justice and Constitutional affairs. The Communication Company will provide leadership in all aspects of communications and production. The contracted company is also responsible for facilitating high quality engagement with specific sectors and the community at large in justice reforms and in the effort to educate Somali community of the Constitution to achieve government policy priorities of Peace and Justice. The creativity and works of the company towards realizing this strategic goal will play a key role in achieving the Ministry objectives of strengthening good governance through Justice Accountability, ensuring exercising Somali’s constitution, public engagement and information sharing alongside the senior leadership of the Ministry. The communication company will be responsible for developing and managing engaging and effective communication plans to promote policy, program and service delivery initiatives with the following specific duties and responsibilities set out by the Ministry of Justice and constitutional affairs leadership and communication department.

3. Scope of the Services

The specific tasks required of the Strategic Communications consultancy are:

Provide strategic advice and Media productions to the Ministry regarding effective management of communication issues and opportunities within the justice reforms process and other government institutions working with the Ministry on this;
Design, organize, implement and evaluate stakeholder engagement through the management of key relationships to ensure effective communication with the public on Justice and constitutions issues;
Development of audio/visual content for the forum (storyboard, interviews, videography, video editing, audio editing, video captions, developing content for event). All produced video content must be of the highest possible quality.

Regularly evaluate and advise on best practice approaches to internal and external communications to support engagement and strengthen the brand of the Ministry to increase public trust;
Develop and publish targeted information about the Constitution and justice reforms policies, programs and services;
Provide a highly effective externally facing media service; This includes but is not limited to, digital communications, graphic design, press releases, crisis management, effectively communicating policy and procedural changes to the public in a culturally appropriate manner;
Generate new video, graphic and written content for the website and Ministry social media;
Oversee the delivery of high quality and inclusive national events to raise awareness of encouraging implementations of justice reforms, particularly, prompting public trust;

4. Key Outputs and Deliverables

The company or group of companies will be expected to deliver, at a minimum, the following:

Edit audio, video and photo developed throughout the contracted period
Provide live stream of event for streaming across all digital media platforms in addition to the onsite screen projection.
Design a communications plan for the Ministry regarding effective management of communication issues and opportunities within the justice and Constitutions issues.
Develop and publish targeted information about the Justice and constitutional reforms policies, programs and services.
Deliver high quality and inclusive national events to raise awareness of Justice and Constitutions.
Monitor and advise on Ministry website management and content.

5. Organizational Requirements

The prospective Service Provider is expected to meet the following minimum requirements:

Must have at least 3 years of practical experience in communications, public engagements and media productions, preferably with experience with the non-profit sector, government, international organizations.
Must be a registered Ministry Information of Somalia and provide copy of License and Certificate.
Must be taxpayer and provide copy of Valid Tax Compliance Certificate (TCC).
Capability to deploy excellent communication tools and expertise primarily in Somali and English.

a) Team Leader

Duties: The main responsibilities of the team leader will include decision-making, setting clear goals to provide direction and effective guidance to the project team, manage and oversee the flow of day-to-day operations, and support and strengthen the project teams to complete tasks within the agreed time frame. The team leader will share information and reports to update the ministry and stakeholders on the project’s progress, as well as monitor team performance and report on the project metrics.

Qualifications

At least minimum of 15 years’ experience and Master in Communication, Public Administration and Related field.
`Organizational management and decision-making skills.
Ability to undertake technical media production work.
Critical thinking, experience in conflict management and strong oral and written communication skills.

b) Photographer/Editor

Qualifications:

A bachelor’s degree in any social science field or a related discipline.
Experience: A minimum of 2 years of proven experience of working in communications, media production, photography, or related fields.
Ability to work under pressure and to deliver in a timely manner without compromising quality standards.
Strong communication skills

c) Production and Digital Media Officer

Duties: The main role of the production and digital media expert will be creating digital contents, supervise the production of short videos, motion graphics and impact stories. Design and conduct talk shows and public engagement media programs that will promote the public understanding of Implementing reliable Justice and improving Public understanding of the Constitutions, through constructive discussions. Develop targeted messaging that aim to strengthen the brand of the ministry, prepare and conduct TV interviews with the ministry leadership, advice and support to the Communications departments.

Qualifications:

At least a minimum of 10 years’ Experience in broadcasting and digital Media,
excellent strategic communication planning,
degree in Journalism or Public Administration,
Must have good experience in production and digital media.
Technically excellent in TV programs and documentary making.

7. Duration and Contract Terms

The contract for this assignment will run for a period of 12 months.

9. General Provisions

MoJCA reserves the right to accept or reject any proposal, in part or in full.
