1. Background:
The Ministry of Justice and Constitutional Affairs (MoJCA) is mandated to promote access to justice, uphold the rule of law, and oversee the legal and constitutional development of the country. As the custodian of legal and judicial reform, MoJCA supports justice sector institutions and ensures effective coordination between the judiciary, correctional facilities, legal aid providers, and legislative bodies.
To fulfill its mandate efficiently, MoJCA relies heavily on reliable and secure internet connectivity for internal communication, digital case management, legal research, coordination with regional offices and interaction with national and international partners. This ToR outlines the requirements for procuring high-quality internet services to support the Ministry’s operations across its headquarters and where applicable regional offices.
2. Objective
To engage a reliable Internet Service Provider (ISP) to supply and maintain high-speed, stable, and secure internet services that will support the daily operations of MoJCA offices.
3. Scope of the Work
The selected ISP shall:
- Provide high-speed, reliable internet connection with a minimum guaranteed bandwidth of [90 Mbps dedicated].
- Ensure 99% service uptime with 24/7 technical support.
- Install all necessary infrastructure (routers, modems, cabling, etc.) for connectivity at the MoJCA premises.
- Ensure network security, firewall protection, and anti-malware support.
- Provide monthly usage reports and technical support documentation.
- Support potential future expansion to regional MoJCA offices if requested.
4. Technical Specifications
- Bandwidth: Minimum [e.g., 60 Mbps] dedicated (1:1 contention ratio)
- Technology: Fiber optic
- IP Address: At least 1 static public IP
- Security: Firewall and intrusion detection system
- Latency: Low-latency connection suitable for VoIP, video conferencing, and cloud systems
- Support: 24/7 helpdesk and onsite technical support
- Uptime Guarantee: Minimum 99% monthly uptime SLA
5. Deliverables
- Complete installation and commissioning of internet services at MoJCA offices.
- Monthly uptime and usage report.
- Replacement or maintenance of faulty equipment during the contract period.
- Helpdesk support and timely resolution of service interruptions.
6. Service Provider Qualifications
Eligible ISPs must:
- Be licensed to operate in Somalia by the appropriate national authority.
- Must be taxpayer and provide copy of Valid Tax Compliance Certificate (TCC).
- Have at least 7 years of experience providing internet services to government or institutional clients.
- Demonstrate strong technical capacity and presence in the service area.
- Provide client references and evidence of similar contracts.
- Must have a National ID (NIRA).
