Introduction
The Ministry of Justice and Constitutional Affairs (MOJCA) is committed to implementing the 2025–2029 Justice Sector Strategy, a comprehensive framework aimed at strengthening the justice sector in Somalia. To ensure its effective implementation, MOJCA seeks the services of a qualified consultant to develop a detailed five-year work plan. This plan will provide a roadmap for operationalizing the strategy, outlining yearly activities, associated costs, and the roles and responsibilities of key stakeholders.
Objective
The primary objective is to produce a detailed and actionable five-year work plan for the 2025–2029 Justice Sector Strategy, including:
- Yearly activities linked to strategic objectives.
- Cost estimates for each activity.
- Designation of responsible institutions for implementation.
Scope of Work
The consultant will:
- Review the 2025–2029 Justice Sector Strategy and any relevant documents.
- Engage with justice sector leadership, relevant departments, and key stakeholders through consultations and workshops.
- Identify strategic objectives, outputs, and outcomes requiring detailed operationalization.
- Develop a yearly breakdown of activities aligned with the strategy.
- Provide cost estimates for each activity.
- Provide a monitoring and evaluation framework.
- Clearly define roles and responsibilities for the sector and partner institutions.
- Present the draft work plan for feedback and incorporate revisions.
Expected Deliverables
- Inception Report: Outlining the methodology, timeline, and consultation plan.
- Draft Five-Year Work Plan: Including yearly activities, cost breakdowns, and assigned responsibilities.
- Finalized Work Plan: Incorporating feedback from the sector and stakeholders.
- Presentation: Summarizing the work plan for validation.
Timeline
The consultancy is expected to last 4–6 weeks, with key milestones as follows:
- Week 1: Inception report submission
- Weeks 2–4: Consultations and data collection
- Week 5: Draft work plan submission
- Week 6: Validation workshop and feedback integration
- Week 7: Final work plan submission
Consultant’s Qualifications
- Advanced degree in law, public administration, strategic planning, or related fields.
- Minimum 7 years of experience in justice sector reform, strategic planning, or institutional capacity development.
- Proven experience in developing work plans or implementation frameworks.
- Strong facilitation, communication, and report-writing skills.
- Familiarity with Somalia’s justice sector is an asset.
Reporting
The consultant will report to the Planning Director at MOJCA and provide regular updates on progress.
