1. Background:
The Ministry of Justice and Constitutional Affairs (MoJCA) is mandated to promote access to justice, strengthen the rule of law, and oversee the legal and constitutional development of the Federal Republic of Somalia. As part of its ongoing operations, MoJCA coordinates with justice sector institutions and regional offices throughout the country, necessitating frequent domestic travel for staff and officials.
To support these travel requirements in an efficient and professional manner, the Ministry seeks to engage a licensed and experienced travel agency to provide reliable and cost-effective local flight services.
2. Objective
To contract a qualified travel agency that can deliver timely, professional, and cost-effective domestic flight booking and ticketing services for official travel by MoJCA personnel.
3. Scope of the Services
The selected travel agency shall:
- Book and issue flight tickets for domestic travel within Somalia.
- Provide up-to-date schedules, routes, and pricing options.
- Manage urgent, last-minute travel requests and changes.
- Handle cancellations, rebooking, and name corrections.
- Provide electronic and physical tickets as required.
- Issue travel itineraries and confirmation details.
- Submit monthly reports on ticket usage and travel costs.
4. Service Requirements
- Direct access to all major airlines operating in Somalia.
- Response time: within 12 hours for standard requests; 3 hours for urgent cases.
- 24/7 availability for emergency assistance.
- Confidential handling of MoJCA’s travel information.
- Capability to provide both electronic and printed tickets.
5. Deliverables
- Prompt delivery of confirmed flight tickets.
- Accurate monthly reports on travel details, cost breakdowns, and usage.
- Full customer support for changes, cancellations, or other requests.
- Designated focal point for coordination with MoJCA.
6. Eligibility and Qualifications
Interested travel agencies must:
- Be legally registered and licensed to operate in Somalia.
- Have at least 3 years of proven experience serving government or institutional clients.
- Demonstrate technical capacity and presence across Somali regions.
- Provide references from at least 2 similar clients.
- Maintain a reliable customer support system and staff.
7. Contract Duration
The contract will be valid for an initial period of 12 months, subject to renewal
based on performance and budget availability.
8. Tender Evaluation Criteria
Proposals will be assessed using the criteria below. Evaluation will focus on both financial competitiveness (30%) and technical/quality factors (70%):

9. Submission Requirements
Interested service providers must submit the following:
- Company profile and contact details
- Technical and financial proposals
- Valid business license and registration documents
- List of previous and current institutional clients
- Proposed Service Level Agreement (SLA)
- Timeline for service setup and delivery
- Must be taxpayer and provide copy of Valid Tax Compliance Certificate (TCC).
10. General Provisions
- MoJCA reserves the right to accept or reject any proposal, in part or in full.
- Only shortlisted firms will be contacted for further evaluation.
- Late or incomplete submissions will not be considered.
